Certificate of registration of ship
Certificates of registration A ship nationality certificate states the nationality of a ship given by the government of the country where the boat is registered. Due to this registration, the vessel has the right to fly the flag of the country that provided the relevant certificate and is also entitled to certain legal protection from the country
concerned. The registration of a ship in a particular country is not identical to the nationality of the vessel being registered, because in commercial shipping there is a practice of registering ships in other countries.
This registration is known as the term “Flag of Convenience”, which is registering a ship in another country to reduce the cost of ship exploitation because in other countries the requirements for ship registration are lighter and the registration fee is lower. If a ship does not have a flag registration and a certain country because the
ship’s building does not meet requirements or the ship’s engine does not meet the requirements, then in several countries that open the Flag of Convenience practice the ship can still be registered at a low cost. Countries that open such practices are several countries, such as Panama, Liberia, Honduras, and Costa Rica
Our country, Indonesia, not only accepts the registration of the Flag of Convenience but also prohibits its citizens from registering their ships in other countries, in other words, Indonesian citizens who own ships are required to register their ships in Indonesia and fly the Red and White flag.
For Indonesian ships as referred to above, nationality certificates are issued according to the size of the ship as follows:
- Sea Certificate: namely a certificate of nationality given to ships of more than 500 m³ gross volume (175 GRT)
- Annual Pass: Granted to vessels larger than 20 m³ but less than 500 m³
- Small Pass: Given to ships less than 20 m³ and to layer ships and cruises (yachts)
- Temporary sea bill: is a temporary document given to a ship that is on its way from the shipyard where the ship was built, or to the place of order.

Load Line Certificate A freeboard certificate is a certificate that determines the ship’s freeboard which may rise above the minimum and maximum sea level. If the ship is sailing empty (in Ballast) then the ship will sink very little and more of the ship’s hull will rise above the water’s surface.
On the other hand, a fully laden ship will leave only a small amount of freeboard on the surface of the water. For shipping safety, the minimum and maximum freeboard need to be set, so that the ship can always maintain its stability under any circumstances.

This certificate states, among other things, that the safety of passengers while on board the ship is sufficiently guaranteed, both physical safety, social safety, and safety against inappropriate actions by crew members.
Bill of Health
Bill of Health A health certificate is a certificate or statement issued by the Port Health Service that states that the ship’s crew is free from disease outbreaks and that the health of the people on board the ship is in good condition. This health letter is given to every ship that wants to depart from a port.
Deratting Certificate
Deratting Certificate A Rat letter is a certificate stating that the ship is free from rats. This certificate is issued and given after the necessary checks or after spraying of rat extermination (Fumigation) on the ship.
Spraying will be carried out depending on suspicions of rats on board or when the sailing period has expired.
